Ensuring Accountability for Drone Attacks Against Civilians in Dnipropetrovsk Oblast (Region)

About the Project

During 2026–2028, ULAG will provide support to the Dnipropetrovsk Regional Prosecutor’s Office and a structural unit of the National Police of Ukraine in developing legally sound criminal cases about systematic attacks on civilians in the region using short-range (FPV) drones.

The project aims to develop domestic practice and advance international practice to ensure accountability of representatives of the Russian Federation for crimes committed against Ukraine’s civilian population using new methods of warfare.

The project will include the following activities:

  • joint work of ULAG experts, investigators, and prosecutors on incident analysis;
  • engagement and coordination of specialists, experts, and analysts in target identification, UAV operations, and the use of open-source intelligence (OSINT);
  • representation of victims’ interests in criminal proceedings to ensure their active participation;
  • determination of the qualification of alleged offences under national and international law;
  • identification of gaps in the evidentiary basis and addressing them.

Expected Results

Development of a standardised investigation methodology that can be applied to cases involving the use of FPV drones by the Russian armed forces against civilians in other regions of Ukraine.
